Steps to Prepare
Step 1: Make the filling first
Heat a pan on low flame. Add Anil Jaggery Powder with a little water. Using Anil Jaggery Powder makes the filling smooth. It melts fast and mixes well with coconut. No lumps. No hard bits. Stir till it melts fully. Add the grated coconut. Mix well after a few minutes add 1 teaspoon ghee or oil. Cook for 4 to 5 minutes. The mixture should turn thick. Add cardamom powder and mix well. Cook the coconut jaggery mixture till the moisture from the jaggery begins to dry then turn off the flame. Let it cool.

Step 2: Prepare the rice flour dough
Boil 1 cup water in a pan. Add salt and 1 teaspoon oil or ghee. When water starts boiling, lower the flame. Add Anil Kozhukattai Flour slowly. Stir fast so no lumps form. Cover the pan. Cook for 2 minutes on low flame.

Step 3: knead the dough
Turn off the flame. Let the dough cool a little. It should be warm, not hot. Rub your hands with oil or ghee. Knead the dough well. It should feel soft and smooth, like play dough.

Step 4: Shape the kozhukattai
Take a small ball of dough. Flatten it with your fingers to make a small cup. Keep the edges thin. Keep the base a little thick. Add a spoon of coconut-jaggery filling inside. Close the edges together at the top. Pinch well to seal it, like closing a small pouch.

Step 5: Steam the kozhukattai
Grease an idli plate or steamer plate with ghee or oil. Place the shaped kozhukattai on it. Steam for 10 to 12 minutes on medium flame. It is ready when it turns slightly shiny and firm.
Serve warm. This simple steamed dumpling tastes best fresh, soft, and hot.

Mistakes to Avoid
- Adding too much water to the dough: This makes it sticky. Shaping becomes hard.
- Using sugar instead jaggery powder : it is not recommended to use sugar because it will spoil the actual taste of kozhukattai
- Not cooking the flour fully: Raw flour makes the outer layer hard, not soft.
- Overfilling the kozhukattai: Too much filling makes it burst while steaming.
- Steaming on high flame: This can crack the covering. Always use a medium flame.
- Dry hands while shaping: Dough sticks to dry hands and tears easily. Keep hands oiled.
